Econometric analysis of the employment of persons with disabilities in prefectural boards of education

Abstrakt: The employment of persons with disabilities is one of the most critical Work Style Reforms required to realize the “Dynamic Engagement of All Citizens.” While various measures are being taken in Japan to create an active society, it was discovered that many public institutions had disguised the employment rate of persons with disabilities by inflating the number of persons with disabilities. Further, it was revealed that the employment of persons with disabilities by prefectural boards of education had not progressed. This study analyzes undisguised data on the employment rate of persons with disabilities using a spatial econometric model and clarifies the effects of prefectural socio-economic characteristics on the employment of persons with disabilities. This study also evaluates the interrelationship of disability employment rates between prefectures and elucidates the existence of spatial autocorrelation.
