Lifeline Rates in California: Pricing Electricity to Attain Social Goals

Abstrakt: The article begins by reviewing the legislative history of lifeline (later "baseline') electric rates in California. It then evaluates the ability of the current baseline tariff to target low-income households and proposes two low-income-targeted baseline rate designs that would collect the same revenue and directly assist low-income households. Using representative billing and demographic survey data, these alternatives are simulated and com pared with the current baseline rate. The simulation results are then discussed in light of three "dilemmas"that are raised when the attainment of policy ends are combined with the pricing of electricity.
