This article discussses the Harford County (Maryland) Water and Sewer Operations (HCWSO) training program for operations and maintenance. The program had a modest beginning but has grown over the years from an annual budget of $100 to a budget of more than $10,000/yr. The article discusses the development of the program, starting in the early 1980s, of a modest in-house program using the California State Sacramento manuals and various U.S. Environmental Protection Agency, AWWA, and Water Pollution Control Federation periodicals and reference booklets. Now, a training mind-set pervades the utility, with HCWSO employees contributing to in-house and community training in numerous ways that are listed in the article. |
