Abstrakt: Political and economic restructuring processes have created a new politics of citizenship that can best be understood in terms of the interactions between household resources, work conditions, and identity. A telephone survey of 1,042 employed respondents in four cities examines the effects of these conditions on political choices. Cluster analysis is used for a case-wise analysis of the responses. Four clusters emerge, each distinguished by a complex set of factors associated with household context, work conditions, and identity. We argue that these results highlight the complex pathways citizens follow in making choices about participation at the local level, and that they challenge assumptions about the role of participation in fostering social capital within localities.
