Abstrakt: Register-based studies on amphetamine and opioid abuse in Finland have been conducted regularly since 1997. For the purposes of this research drug abuse or problem use is defined as amphetamine or opioid use that has adverse social or health effects, that has prompted intervention by the authorities, and that has resulted in the individual's name being entered in a national official register. The data are drawn from the hospital discharge register, the national police information system, the register of drivers caught driving under the influence of drugs and hepatitis C cases in the national infectious diseases register. The data were collected in the population aged 15-64. The sampling and statistical methods used in this study differ considerably from those in earlier years. Therefore the results are not direcdy comparable with earlier figures. This register-based study estimates the number of problem amphetamine users in Finland in 2012 at 11,000-18,000 and the number of problem opioid users at 13,000-15,000. The number of problem users is clearly highest in the age group 25-34. Women are estimated to account for 5,000-9,000 of all problem users, some one-third of the total number. The results provide some indication that the proportion of women among amphetamine and opioid abusers has increased. Amphetamine and opioid abuse occurs throughout the country. Around one-third of all problem users live in the metropolitan Helsinki region and half in southern Finland. The problem use of amphetamines is somewhat more concentrated in southern Finland, while opioid abuse is more evenly distributed throughout the country. The estimated number of problem opioid users at 13,000-15,000 is markedly higher than in earlier studies. Earlier register-based studies put the figure at around one-quarter of all problem users, but in this study the proportion was close to one-half. Based on these findings it is necessary to closely monitor changes in the need for medical substitution therapy for opioid dependence and if necessary to increase the availability of therapy. The estimate for the number of amphetamine abusers is unchanged from earlier studies. Based on this study it seems that the number of problem drug users has increased in Finland. However the number of young problem users in 2012 appears to be lower than in the early 2000s. [ABSTRACT FROM AUTHOR]
