TO A LARGE EXTENT, DECENTRALISATION INVOLVES THE MOVEMENT FROM THE CENTER TO THE EDGE. IN THE CONTEXT OF PUBLIC ADMINISTRATION, DECENTRALISATION REPRESENTS THE PROCESS OF DISPERSING DECISION-MAKING GOVERNANCE CLOSER TO THE PEOPLE AND/OR CITIZENS, A VERTICAL TRANSFER OF AUTHORITY AND RESPONSIBILITIES FROM THE NATIONAL GOVERNMENT TO LOCAL AUTHORITIES. FOR DECENTRALISATION AND DECONCENTRATION TO BECOME A REALITY IS NECESSARY A CHANGE AT A CONCEPTUAL LEVEL, A COMPLETE REFORM OF THE SYSTEM, IN ORDER TO ENSURE A BETTER DISTRIBUTION OF THE COMPETENCES IN DECISION AS CLOSER TO THE PLACE WHERE THEY ARE APPLIED.
