The article discusses the issue of pipeline safety, normally the safest, most reliable and cost-effective way to transport natural gas across the U.S. Some of the challenges faced by state utility commissioners keeping in mind aging pipelines are described. The biggest challenge that lies ahead for regulators is to evaluate whether safety concerns warrant a different approach to rate recovery. |
