While attempting simply to improve forest management practices on California's cutover lands, University of California professor of forestry Emanuel Fritz accomplished much more and greatly expanded the scope of the California Division of Forestry during the mid 1940's. Prior to the passing of the 1945 California Forest Practice Act, and other state legislation of the 1940's, there was little organized management of forest reserves at the state level. Finally overcoming the resistance of a complex political system, Fritz and other key individuals helped create a coherent and efficient state program of forestry for California. |
