According to the authors there are two pillars, the new economic model should rely on, in order to service the Green Economy. First, a good and complete legislation and second, the increase human and institutional capacity in order to make an effective management of the resources and the environment, starting from the preparation of young specialists and leading to scientists. This is not a an easy job, but it is a process that takes time, prepared and educated people and has a cost that must be considered and borne by the state.
