The article discusses the threat of cluster bombs and the need for the international community to negotiate a legally binding instrument on cluster munitions in the United Nations. It informs about the role Canada has played in the Oslo Process on Cluster Munitions when it participated actively in the first meeting that was held in Oslo February 2007. It also informs about the threat from countries including the U.S. and Russia, which have showed no interest in becoming party to the Convention. |
