FURTHER EXPLOITATION OF LAND UNCLAIMED IN THE PROCESS OF LAND REFORM IN LATVIA.

Abstrakt: This paper describes the significance of the state and municipal property in the process of Land Reform realization, summarizes the state and municipal land evaluation results, conducts data analysis of unclaimed lands, and gives suggestions for further exploitation of the lands unclaimed in the process of Land Reform. The aim of the research is to analyze the lands transferred to the land reserve fund and to define purpose and further usage of these lands. During the Land Reform state institutions and municipalities had in use a lot of land areas, which they did not require for performing their functions and therefore could be transferred to the reserve land fund. This fund could be used as compensation for expropriation of land or as land for exchange to the land necessary for construction or other public purposes. Analysis, findings and proposals, resulting from the study, can be used to develop a legal framework for land reserve fund development and use. [ABSTRACT FROM AUTHOR]
