The article provides an analysis of the Pacific Seasonal Worker Pilot Scheme (PSWPS) in Australia and examines the emerging evidence about how the program manages risks of exploitation of overseas temporary workers from the Pacific Islands. The scheme is aimed at creating a safe pathway for unskilled or low-skilled Pacific Islanders to temporarily work in the horticultural sector of Australia. Estimates of the number of Pacific Islanders in Australia by major countries of origin based on the 2006 census are provided. A background to the scheme is also included. |
