The article discusses the need for the U.S. Army Corps of Engineers (USACE) to transform its methods for executing military construction (MILCON), which it did by transitioning to centrally managed designs under the Centers of Standardization (CoS). It says that the USACE takes a new look at how it solicited construction requirements and reached out to industry for input on how to best accomplish its goals under a national acquisition strategy. The two-phase selection process is also discussed. |
