An optimized joint hierarchical bit allocation model was proposed for parallel compression and transmission of multiple video programs in VOD (video on demand) and digital TV broadcasting. This model adopts a reasonable statistical picture complexity measure of multi-program super picture for bits allocation on the basis of global picture complexity measure of TM5 in GOP (group of pictures) level, and assigns target bits for every program picture according to the bits estimation with average quantization distortion on the basis of a source model for a transform video coder. It is utilized to allocate the available bits to maintain a consistent picture quality between the programs as shown in the experimental results. [ABSTRACT FROM AUTHOR] |
