Abstrakt: The article discusses the human development index (HDI) concept. It says that HDI has been criticized as a development concept in the human capability enhancement process by economists such as Dudley Seers, Mahbub ul Haq, and Amartya Sen and has been compared to the gross domestic product (GDP) per capita criticism. Furthermore, HDI has reduced human development to means or income and purposes and has neglected to include its political aspects which are linked to civil and political rights.
