Safeguards-by-Design (SBD) is an approach to the design and construction of nuclear facilities wherein nuclear safeguards and security are incorporated into the design of facilities from the very beginning. It is an approach for fully integrating international and national safeguards for material control and accountability (MC&A), physical protection, and other proliferation measures into the design and construction process for nuclear facilities. Implementation of the SBD process requires that Safeguards Subject Matter Experts (SMEs) participate at the pre-conceptual design stage and continue through the construction of the nuclear facility. Alternative analyses are performed during the pre-conceptual design stage to evaluate options for the facility's design, construction, and operations and the impacts on the options of the safeguards measures that will be implemented. Inputs to the alternative analyses relative to safeguarding the facilities include lessons learned, best practices, and advanced concepts that may require some research and development. The research and development may result in the enhancement of existing measures and/or development of new measures that demonstrate improvements in the overall safeguards effectiveness while reducing capital and operating costs. This paper delineates the ideal stages in the design and construction process for a nuclear facility, with particular emphasis on the activities that occur during the preconceptual design and conceptual design stages. This paper addresses discussions that should occur between the Safeguards SMEs and the facility designers during the pre-conceptual design stage to identify design considerations that could be evaluated for interfacing the safeguards measures being considered with other process activities. The Safeguards SMEs provide valuable insight and education to the design team and facility operators in understanding the requirements and activities of the International Atomic Energy Agency (IAEA). This paper also discusses evaluating concepts for process monitoring systems that may provide a benefit to the facility operator while enhancing the safeguards systems effectiveness for the facility.
