The evaluation of the Cook County Frequent Users of Jail and Mental Health Services Project includes a process, outcome, impact, and economic evaluation of a reentry program offering permanent supportive housing for individuals with extensive histories of mental illness, jail stays, and homelessness returning from the Cook County Jail (Chicago) to the community. During the first two evaluation years, the evaluation team encountered challenges implementing random assignment, identifying and enrolling appropriate study participants, competing against existing jail programs, and adhering to the diverse requirements of the providers offering the housing and supportive services in the community. This presentation will focus on the lessons learned by the evaluation team during the first two years of this study, specifically related to human subjects protocols and random assignment. We will also present intermediate outcomes for the first cohort of released participants related to residential stability and recidivism, covering approximately one year of program enrollment. ..PAT.-Unpublished Manuscript [ABSTRACT FROM AUTHOR] |
