In the period of social transformation, the principal contradiction in public in China is the contradiction between the need of public for products and the lack of the outputs given by the government. The source of it is the drawback in Chinese supply system. The reason for the drawback in Chinese supply system is we lack the idea of “public interest-oriented”, and we lack the “public culture”, etc. we urgently need to establish a value goal which emphasize equity and honesty. This article tells about somewhat equity to realize the maximization of the public welfare from the angle of the improvement in the motion or equity, and we could actuate the form of the public society which emphasize on the public welfare and public culture.
