Abstrakt: The article discusses the findings of the 2006 Teacher Working Conditions Survey for state high schools in North Carolina which was commissioned by Governor Michael F. Easley. The findings indicate that teacher working conditions have a direct impact on the quality of student learning and retention of qualified teachers. It reveals that North Carolina has increased efforts and investments to improve work conditions and to support the creation of turnaround teams in low performing schools.
