Abstrakt: Oak Ridge National Laboratory (ORNL) has implemented continuous load cell monitoring (CLCM) in an operating UF6 transfer facility at the United States Enrichment Corporation Portsmouth Gaseous Diffusion Plant in Piketon, Ohio. Traditionally, international safeguards inspectors rely on batch verification of material inputs and outputs from operator declarations through periodic on-site inspections at uranium enrichment plants or other nuclear processing facilities. Continuously monitoring load cell (or electronic scale) data from feed and withdrawal (F&W) stations will significantly increase the amount of information available between inspections. This additional information can be presented to inspectors in readily interpreted formats (e.g., graphically) thereby enhancing the effectiveness of safeguards by assuring that all operations are declared. CLCM is one of several continuous monitoring technologies being demonstrated at ORNL that show promise in providing integrated safeguards of F&W operations at uranium enrichment plants.
