Based on a general belief in society that sport can be utilized as a vehicle for the realization of social good, the case of the Norwegian Sports City Programme (SCP) is discussed in relation to social policy. Based on the empirical fact that the SCP is implemented through the voluntary system of the Norwegian Olympic Committee and Confederation of Sports, the distinction between policy-making and implementation is hard to make. The point is that many decisions whith will influence the target groups of the programme, as they are defined in the policy-making process, actually are made in the implementation phase. That is not to say that sport cannot be valuable in relation to social policy, but it is difficult to identifo a casual relationship between social policy made at governmental level and the potential impact of the implementation of sport.
