The article presents the author's perspectives on the potential outcome on the wholly integration of the Homeland Security Council (HSC) and the National Security Council (NSC) for homeland security in the U.S. It initially explores the move of former U.S. President George W. Bush to disregard the proposal to incorporate HSC and NSC on the development of policies that would ensure security over the nation. The author also contends on the importance to integrate the HSC and the NSC, claiming on the vitality on the inclusion of states and localities in homeland security policymaking. He argues on the contribution of states and localities on missions related to homeland security, further seeing the possible problems and benefits of their integration. |
