An interview with U.S. Federal Communications Commission (FCC) commissioner Robert McDowell is presented. He describes the debate in the U.S. on inter-carrier compensation. He details whether the presence of numerous rural carriers in the country affect the debate. McDowell discusses how the issue of differentiated Quality of Service (QoS) addressed in comparison to the best efforts Internet protocol (IP) interconnection that is currently typical in the Internet. |
