Abstrakt: The article focuses on the complexity of the piracy issue which keeps the U.S. Navy from acting aggressively. It notes that with 16,000 ships transiting the Gulf of Aden annually and over 70 attacks in 2008, U.S. and coalition naval forces are at a competitive disadvantage. According to Lee Geanuleas, a former cruiser captain with Middle East experience, he knew warship captains were permitted to intervene during an act of piracy under international law, but once the pirates are aboard, the game changes.
