Changes in information and communication technology (ICT) require continuous modifications in contemporary organizations and in corresponding work processes. The integration of new technologies is highly correlated with the emerging principles of knowledge management (KM) and learning organization (LO) culture. However, the interactions of these two concepts with ICT are rarely studied. This paper addresses this complex issue by first conceptualizing the notions of ICT, knowledge management and the learning organization. It analyses their interrelation and potential impact on eGovernance. Finally, the conceptual model was estimated by normal theory maximum likelihood using the LISREL 8.51 program. It was estimated on data from a survey of Slovenian public administration organizations. The main finding is that -- beyond the impact of ICT -- the application of knowledge management (KM) principles considerably supports and stimulates eGovernance. [ABSTRACT FROM AUTHOR] |
