Abstrakt: The article explains the association between the organizational and human aspects, and the biophysical and technical perspective of different scaling issues, in relation to integrated natural resource management (INRM). According to the author, INRM have been utilized in various countries as a mean to protect natural resources, improve agricultural productivity and alleviate poverty. The article discusses how and why scale and scaling issue arise in INRM. It also presents a conceptual framework designed to address such issues, and notes the need to reconcile top-down and bottom-up approaches to deliver effective INRM.
