| Abstrakt: | Reports that the Conlon Group and R-D Two Inc. have filed a lawsuit in Saint Louis Circuit Court, Missouri against the city and Downtown Saint Louis Partnership Inc. for alleged improper creation of community improvement districts (CID) which allow property owners to assess themselves as a means of raising funds to improve their neighborhoods. Projected amount to be collected annually by the downtown CID. |
