Abstrakt: The article presents a hypothetical case study that examines how a school system can best measure the level of educational efficiency being employed. According to the article most efficiency theories assume that public school administrators act similarly to managers of private businesses and thus pursue strategies aimed at minimizing costs. But school administrators assert that schools are structured to support management strategies characterized by budget maximization.
