In the postwar period we see a development of modernization gradually going over into postmodernization. But what is in a name? Is it not the same process of rationalization, at first revolutionizing agrarian society, and now revolutionizing industrial society? With Ulrich Beck we can speak of a counter-industrial rationalization process which threatens to kill the traditional labour market, replacing it by a flexible and plural risk society for underemployment that will become more and more of a menace to the welfare state.
