Abstrakt: The right of peoples to free elections is spelled out in the Universal Declaration of Human Rights. Details are spelled out in the Organization on Security and Cooperation in Europe (OSCE). Armenia's constitution is examined to see if it meets these standards, and the 1995, 1996, and 1998 elections are also analyzed to see if they were open and fair. A reform in Armenia's electoral system is needed, and recommendations for the United States and the OSCE are listed.
