Abstrakt: |
The 1979 Child Welfare Reform Act dramatically overhauled the delivery of foster care and other child welfare services in the State. Historically the providers of these services in New York City, sectarian voluntary agencies participated in the reform process and supported the Act even though the law significantly increased governmental accountability of the professional activities of these agencies. The membership and activities of the State Temporary Commission, which authored the Act, are examined to reveal a conscious strategy of co-optation by the social reformers to include the targets of reform into the reform process.
