The author, in this article, opens with a brief lead up to the beginning of plans for a fourth television channel and carries on to describe, after many delays for a decision from Government, of IBA's decision to plan ahead by carrying out countless paper exercises. The "Bill" did not finally reach the Statute book until April 4th 1979 and it was only then that IBA were able to begin in earnest the engineering of the 4th channel. From here on the author talks about the more concrete preparations of planning the complex equipment for transmission coverage and timings, additional recruitment and training programmes, and the new technical innovations which will improve technique.
