Abstrakt: Miami Dade County Public Schools serves an international community with the highest poverty rate of any large U.S. city as well as the highest percentage of immigrants calling it ‘home’ of any large city throughout the world. This article examines: (a) how Miami-Dade County Public Schools (M-DCPS), the fifth largest school district in the United States, is implementing a full inclusion policy while concurrently challenged to absorb an influx of non-English speaking students from diverse educational backgrounds, and (b) through a pilot study, teacher's perceptions regarding current inclusion practices and the effects of such programs and practices on special education students and students who are identified as English language learners (ELL).
