Socio-economic development and the growth of peripheral cities in Algeria. The case of Annaba (North-East Algeria).

Abstrakt: This article proposes to establish a partial state on the question of the Algerian urban peripheries based upon the analysis of the recent peripheral spaces of Annaba City, the regional capital of the extreme North-East Algeria. By means of this, it is hoped that light will be shed on the mechanisms generating the periurbanisation, whose effects on the forms of urbanisation and on the regional planning are problematical because badly apprehended up to now by the local authorities. Thus, the objective of this paper is to prepare the ground for further thought on the process and phenomenon of the periurbanisation in Algeria. The result of massive and very rapid industrialisation, recent peripheral spaces of Annaba are a mosaic of anarchical spaces without urbanistic or social identity. Endowed with demographic and economic dynamism, these peripheral spaces have little by little developed urban policies designed to free them in certain fields from the Annaba centrality. This way, the peripheral space as a whole maintains with Annaba city geographical and socio-economic relationships which are sometimes opposite, sometimes complementary and sometimes contradictory. The setting up of an agglomeration policy of urban community type is thus imperative to endowing this entity with a new organisational scheme likely to reduce conflicts, and thus facilitating the life of all the integrated zones or those which are in the process of being included. It goes without saying that achieving and coordinating such planning policies is proving to be very difficult in the light of existing local balances and particularisms. [ABSTRACT FROM AUTHOR]
