The International Atomic Energy Agency (IAEA)dispatched a team of experts to investigate whether theradioactivity levels of the contaminated water treated by TEPCOmet the international safety standards set by the IAEA, and thefinal report was submitted to the government on July 4. The five nuclear-weapon states on the UNSecurity Council promoted nuclear energy for peace andencouraged its development in order to monopolize nuclearweapons, and they made the IAEA a nuclear supervisory agencyto ensure that no other country produced atomic bombs.
