| Abstrakt: | The article examines zoning ordinances, land regulation, and private developers in their attempts to influence urban growth patterns in Houston. It mentions too often, this was done without the input of residents in Black and Brown neighborhoods, and these two groups have lived in close proximity to each other, making it easier for the white power structure to control the planning process and exclude their input. |
