Following workplace and public policy trends requiring individuals and families to demonstrate greater accountability for their general financial stability and future retirement security, the nation?s employers are now considering new health benefit models that will require higher payments and increased financial skills of consumers. Benefit planners anticipate that increased consumer involvement will result in more responsible health care decision-making behaviors and that economies in both the use and costs of health care will be realized Against this background, this research analyzes data collected from paired interviews conducted during half-day workshops in ten geographic locations. Consumers related health-related values and experiences and offered insights into their health care decisions. The evidence from this study suggests that consumers make health-related decisions based on what they value in the non-financial areas of their lives. Even financial decisions are made by framing them largely in non-financial terms. The research adds to an understanding of how consumers make health care choices, but questions remain about whether increased involvement by consumers will help to lower the spiraling costs of health care.
