The article reviews pertinent historical problems in the management of abusive families and discusses the development and two-year experience of the Child Abuse Project of Sinai Hospital in Baltimore, Maryland. From the problem of providing appropriate services to abusive families has emerged the concept of the multidisciplinary child abuse team, introduced and developed at the University of Colorado Medical Center under the guidance of Kempe and Heifer. The concept was an attempt to implement a service system that would reduce problems in handling cases of child abuse which came to the attention of hospital physicians and other staff. This concept has subsequently been developed in a number of hospitals and communities, but the functions and goals of these teams have varied. Differences in need and considerations imposed by these differences, in a variety of locales, have led to the development of child abuse teams with different goals and unique functions. These teams have been integrated into both the public and private sector, depending largely on funding resources and the prevalent emotional-political climate. |
