This article presents information related to an evaluation of Project Star. Project STAR was a research and demonstration project sponsored by the Family Service Association of America, the National Association for Retarded Children and the National Urban League. Project STAR merged the diverse energies and resources of the sponsoring agencies in a three-pronged attack on the problems of mental retardation and poverty. STAR was located in five cities that contained local affiliates of each of the three national organizations: Hartford, Connecticut; Tampa, Florida; South Bend, Indiana; San Diego, California; and Portland, Oregon. The National Urban League served as the delegate agency for the program and received funds from the Social and Rehabilitation Service of the Department of Health, Education, and Welfare. The local agencies provided administrative and program consultation. The project's goals were established because the poverty of low-income areas resulted in a lack of needed services. |
