The reasons usually given for placing an emotionally disturbed child in an institution are seldom valid. Some children may have to be placed in an institution because their behavior is intolerable even in a special home, and some because more appropriate services and resources are lacking. They are subjected, however, to an experience that in itself may block their rehabilitation. To ensure that the emotionally disturbed child gets the care he needs, child-placing agencies should concentrate on the development and creative use of special foster homes. Such homes, used in combination with special therapeutic resources in the community, can provide the best care for many children now living in institutions. [ABSTRACT FROM AUTHOR] |
