Abstrakt: There is also no evidence to my knowledge, that "double rates" were charged at the Chicago Post Office for "Supplementary Mail", but it is entirely possible that in addition to the regular rate of postage, a cash fee equivalent to the regular rate may have been charged. Supplementary Mail of the New York P.0. may therefore be defined as first class foreign mail that pays a supplementary fee for transmission.
