On the basis of summarizing the general situation of tourism resources in the northern foot of Qinling Mountains (Xi'an section), this paper analyzes the present situation and existing problems of space utilization, and proposes the planning strategy of protection and utilization of space in the northern foot of Qinling Mountains (Xi'an section) from the five aspects which are to construct the ecological pattern about "Mountain, Water, Field and City", and plan the industrial layout, and establish road traffic system, and strengthen infrastructure construction, and clarify management and security system. The purpose of this paper is to explore the ecological protection and tourism development in the northern foot of Qinling Mountains, and find a win-win way for the coordination of ecological protection and tourism.
