The Orange County Sanitation District (OCSD) in California operates two wastewater treatment plants treating an average of 245 mgd. Treated effluent is discharged to the Pacific Ocean through a 120-in. outfall that extends 5 mi. at a depth of 220 ft. OCSD recently decided to disinfect all of its combined plant effluent. Currently, the District operates under Clean Water Act Sec. 301 (h), allowing for less than full secondary treatment based on receiving water environments, and discharges a blend of about 65% secondary and 35% primary effluent. |
