Abstrakt: In this contribution Dr. Karl Lueger and Emperor Franz Joseph Is development until 1895 is being discussed in excerpts, before their direct confrontation in consequence of the question of the highest of all acknowledgement of Lueger's election to mayor of Vienna constitutes the subject of this exposition. Subsequently it is going to be indicated in what innovative way the Christian Social Party acted trying to win the public opinion for their interests by means of two populist initiatives. While one initiative was established in the area of the studies of medals and displayed a rather exclusive character, the other reached a larger audience in form of a media campaign of the periodical „Kikeriki!". Conclusively the enactment of the patriotic attachment of both personalities is going to be discussed exemplarily and one of the areas of conflict is being analysed that emerged through the first public officials (self-) portrayal as „Emperor of the people" as well as the Emperor's as „first public official".
