Skills for Development: A Study of Vocational Programme in Livestock and Poultry through Distance Mode.

Abstrakt: The aim of the present study was to find out the vocational skills in Certificate in Livestock and Poultry (CLP) programme being effectively delivered in open and distance learning (ODL) system. A structured questionnaire was developed to collect data in relation to the objectives of the study. The questionnaire was administered on 37 learners in face-to-face situation and focus group discussions were also carried out with tutors of all the tutorial centres. A number of dropouts, successful students (including self-employed) and their employers were also interviewed. All the data were analysed using simple calculations like average, per cent etc. The potential clientele of this programme, therefore, included significant number of students from rural areas, particularly youth and distressed women who must continue to work to support their families. However, participation of female students was very low in comparison to the males. The completion rate of the programme was about d7%. On the other hand dropout rate was very high. This might be due to financial constraints, lack of programme recognition by the different loan granting authorities or banks, lack of free time, as they were busy with other sources of income generation, and both materials and examinations being found to be too difficult. From the results of the present study it can be concluded that the programme was effective and appropriate in terms of skill development for selfemployment and poverty alleviation of the target group. It is also found that a significant number of students dropped out from the programme for a variety of reasons. Therefore, measures should be taken to improve and develop a sustainable ODL delivery mechanism so that student becomes attracted to the programme. Additionally, liaison with government and/or other NGOs should be maintained so that proper arrangements for student loans and entrepreneurship development can be made. [ABSTRACT FROM AUTHOR]
