This article seeks to address whether and to what extent the situation in Europe as of 1994 influences the significance of the State Treaty for Austrian politics and for public opinion in Austria. As with any other international treat, the relevance of the State Treaty is a legal, a political and psychological one. The State Treaty cannot be regarded as a sufficient instrument in defining Austria's position in any new architecture of Europe. With the changes in European politics since 1989, the significance of the Austrian State Treaty has shifted from a political compromise of international politics towards a national that reflects not only post-World War thinking but also long-term cultural inconsistencies in the Austrian identity. |
