Abstrakt: The history of the recent wars in the Balkans is the history of the struggle between several powerless nations and Serbian hegemony. This struggle characterizes not only the wars in Croatia and Bosnia-Herzegovina, but also the forced emigration of a half million Albanians from Kosova. What is happening in Kosova today is the direct consequence of what the international community allowed to occur in Bosnia-Herzegovina. To continue their goal of hegemony through ethnic extension, the Serbian nationalists feel that they must engage in ethnic cleansing in areas which the)' covet, an example of which is the forced emigration of Albanians from Kosova. At this time, the main hope of the Albanians in Kosova is intervention in NATO. Slobodan Miloševic was forced to accept a humiliating agreement with U.S. Special Envoy Richard Holbrooke to avoid NATO intervention, but Miloševic has not let this agreement discourage him. He has simply changed tactics to undertake a new and more brutal wave of repression within bigger towns, suggesting that neither NATO nor the presence of OSCE verifiers will help the Albanians.
