Abstrakt: The author presents his opinion on the case Harris v. Arizona Independent Redistricting Commission, in which voters in Arizona challenged the map drawn by the commission as violating the 'one person, one vote' requirement. He examines whether the Constitution place limits on partisan gerrymanders. He reveals the adoption of a law in Arizona that shifts the drawing of legislative districts from the Legislative to a bipartisan commission.
