Indebted Relationships: Child Support Arrears and Nonresident Fathers' Involvement with Children.

Abstrakt: Since 1975 total child support arrears have accumulated to over $114.5 billion. Research suggests that about one-quarter of noncustodial parents in the child support program have limited ability to pay, and that low-income fathers owe a disproportionate amount of the outstanding child support arrears. Recent studies have documented the adverse effect of child support arrears on employment and child support payments. Using information from 1,104 nonresident fathers from the Fragile Families and Child Wellbeing Study, this study examines the relationship between child support arrears and nonresident fathers' contact and engagement with their 9-year old children and investigates potential pathways through which child support debt is linked with diminished father involvement with mediation analysis. Results from this analysis show that child support arrears is negatively related to nonresident fathers' involvement with children, and this negative association is consistent across three measures child support debt and three types of father involvement. We further find that approximately 18-30% of the relationship between child support arrears and nonresident fathers' involvement with children can be attributed to fathers' depressive symptoms and the quality of relationships between parents.
