The article studies the implementation of the deliberative democracy concept in medieval cities. According to the author, community solidarity is one of the first factors in the development of municipal institutions. Solidarity among mountain communities, the concept of universitas within the municipal context, and the political manifestation of a community via a public parliament, or general assembly, are mentioned. The author also examines a late 14th century register of deliberations from the community of Sisteron in Southern France. |
